    semi-postal stamps on June 7, 2002, in New York, NY. Derry Noyes of Washington, DC designed the stamp, featuring the famous photograph by Thomas E. Franklin of Bergen County, NJ. In honor of the American heroes who responded to the terrorist attacks of September 11, 2001, the
    Heroes of 2001
    semi-postal stamps offered the public a way to assist families of injured or killed emergency relief personnel. The stamp was valid for postage at the first-class rate plus a surcharge. The net proceeds from the surcharge were transferred to the Federal Emergency Management Agency in accordance with the provisions of the 9/11 Heroes Stamp Act of 2001. This was the second semi-postal stamp in its history. The stamp reproduces a widely published news photograph showing three dust-covered New York City firefighters raising a US flag at Ground Zero, over the wreckage of the World Trade Center. Like the first US Semi-postal, issued in 1998 to raise funds for breast cancer research, the Heroes of 2001 stamp was mandated by an act of Congress.
